What is Impact Cleveland: EEM about?
The Impact Cleveland Extreme Energy Makeover program is a once in a lifetime opportunity. We were awarded a grant from TVA to provide energy makeovers for homes in the Community Development Block Grant (CDBG area map located below) target area. This page is dedicated to more information about this program.
Continuing the Vision
Impact Cleveland's mission is to revitalize communities in Cleveland, TN. For the past two years, we have been working in the Blythe Oldfield community. The Extreme Energy Makeovers project is our first opportunity to expand outside of our current neighborhood, and revitalize homes in other areas of East Cleveland.
Use Energy Wisely
We will help communities learn from energy experts on our team about daily habits and home care practices that can lower their energy costs.
Whole Home Energy Improvements
We will perform whole home, deep energy retrofits for qualified 20-year old homes or older in South and East Cleveland. These improvements could include HVAC installation and repair, insulation installation, window replacements, air sealing, and more.
Live More Comfortably
Our goal is to provide the tools for your home to be as efficient as possible, and to reduce financial stress. We hope to see this initiative encourage and enable neighbors to strengthen their communities.
Am I Eligible to Apply?
Where Do You Live?
For now, to be eligible for Impact Cleveland EEM, your home must be in Impact Cleveland’s target boundaries. (See map below.)
How Old is Your Home?
Our energy retrofits target older homes, your home must be 20-years old or older to be eligible for this program.
Do You Use Gas or Electric?
Impact Cleveland EEM is only able to work on homes that primarily run off electric. If your home has more than one heating system, electric must be the primary one you use to be eligible.
How Do I get Started?
Am I Eligible to Apply?
To be eligible, your home must meet these requirements:
1. Your home is in the Cleveland Community Development Block Grant boundaries. (Our office can assist you in determining this qualification.)
2. Your home is 20-years old or older.
3. The major appliances of your home are all electric. If your home has more than one heating system, electric must be the primary one you use.
What to Bring When I Apply?
1. Verification of Income
2. Verification of Homeownership
We will need oneof the following documents for each person who lives in your home that earnsan income, and is age 18 or older:
* Pay stubs from the previous month
* A letter from the Social Security or Disability Office
* Profit and Loss Statement (past 6 months)
* Other forms of income such as Child Support of Alimony
Please bring oneof the following documents:
* Warranty Deed
* 99 Year Leasehold
* Life Estate
* Mortgage Statement
* Property Tax Statement
Please bring a valid photo-identification that we may make a copy of.
Note: Your income level does NOT affect your eligibility for the project. We ask for this information because sometimes homes require repairs before we can start making energy improvements. This information will help us find options for those repairs to be made so that we can start work.

How does this work?
Turn in a completed application and accompanying documents (see What to bring when I apply) to Impact Cleveland’s office, located at 1075 Blythe Ave SE, Suite 2. Impact Cleveland accepts applications between 1pm and 5pm Mondays through Thursdays. If you need to setup an alternative time, you may call the office at 423-472-9876.
Once your application is processed, someone from our team will call you to schedule a PreScreen. A PreScreen is how we determine whether or not your home qualifies for the project. An energy advisor will evaluate the overall energy consumption of your home, including, but not limited to, your heating & cooling equipment, duct systems, lighting, and insulation levels.
Extreme Energy Makeover
If you pass the PreScreen, we will notify you, and begin working out the details to begin work on your home.

Is my property Eligible for Application?
If you can answer YES to the following questions, then you are eligible to apply.
1. Is it within Cleveland’s Community Development Block Grant’s boundaries? (Our office can help you determine this)
2. Is your property 20 years old or older?
3. Does your property have Electric Heat?
§ If you have gas heat as your only heat source, or as the heat source that is used the most, you are probably not eligible to apply. If you have gas heat, but also have electric heat, and you use the electric heat the most, then you are eligible to apply (Electric heat could include space heaters). If you are unsure of what kind of heat you have, if you are not sure which you use more, or if you have any other questions, and we will be glad to help you figure it out.
What is a PreScreen?
A PreScreen is how we determine whether or not your property qualifies for the program. An Energy Advisor from our team will schedule a time to evaluate the overall energy consumption of your home, including, but not limited to, your heating & cooling equipment, duct systems, lighting, and insulation levels. We have more information about this in our office for when you apply.

Do you live in our target boundaries? Impact Cleveland primarily serves the Blythe-Oldfield neighborhood in Southeast Cleveland, but we have expanded our reach through the TVA grant to include other parts of South and East Cleveland - known as the "CDBG" area. CDBG stands for Community Development Block Grant, and is a federal designation for low-moderate income neighborhoods. To learn more about the CDBG area, click here.
City of Cleveland Home Inspections
For those of you interested in getting your home properly inspected, you can now apply online to have the City of Cleveland inspect your home. You can submit the application online along with a $20 application fee. The completed document will act as a receipt for the applicator's payment. Once we receive the application and payment, the permit will be issued. The permit can either be emailed or picked up from Impact Cleveland's office.
